List of Countries That Support Ukraine in UN’s Resolution on Nuclear Safety
On July 11, in a vote, the UN General Assembly called for Russia to halt its attacks on Ukraine and unconditionally withdraw all its military forces from Ukrainian territory. The resolution additionally demands that Russia “urgently withdraw” its military and other unauthorized personnel from the Zaporizhzhia nuclear power plant and “immediately return” the plant to full Ukrainian control — to ensure its safety and security.
The vote resulted in 99 countries supporting the resolution, with 9 opposing it (Belarus, Burundi, Cuba, North Korea, Eritrea, Mali, Nicaragua, Russia, and Syria). Additionally, 60 member states abstained from voting.

Following the Peace Summit in Ukraine on June 15 and 16 2024, which emphasized the critical importance of safe and secure nuclear energy practices, the document demands that Ukrainian nuclear facilities, including the Zaporizhzhia plant, remain under complete Ukrainian control, adhering to International Atomic Energy Agency IAEA principles.
The document demands the plant’s return to Ukrainian control. This would allow the IAEA to safely and effectively verify the implementation of safety measures at the facility.
