French President Emmanuel Macron, during a joint press conference with Ukrainian President Volodymyr Zelenskyy, commented on the issue of lifting sanctions on Russia in exchange for a ceasefire in the Black Sea.

Macron stated that sanctions on Russia would be lifted only if it returns to internationally recognized borders of Ukraine, adding that such a step is not appropriate at this time.

“I fully support the concept of ‘peace through strength,’ as proposed by the US President [Trump]. But, as far as I know, this concept does not imply lifting sanctions before we verify that everything is working,” the French president said.

He also reminded that the aggression in the Black Sea is a direct result of Russia’s actions, which have undermined international trade. He expressed support for initiatives aimed at establishing grain corridors, particularly with Turkey’s involvement.

Macron emphasized that Ukraine, as a victim of aggression, is ready to accept a ceasefire without conditions, while Russia, the aggressor, is already starting to set conditions to avoid accepting it.

“Therefore, the issue of sanctions will be addressed when we consider it. But that is not the time now. It will be relevant when we discuss lasting peace,” Macron stated, reassuring that if Russia were to announce its return to internationally recognized Ukrainian borders, all sanctions would be lifted.

“If Russia were to declare tomorrow that it will return to internationally recognized borders, it is clear that sanctions would be lifted. Sanctions depend solely on Russia’s choices. Therefore, the lifting of sanctions also depends on Russia’s adherence to international law,” Macron emphasized.

Russia, following talks with the United States regarding a ceasefire on infrastructure targets, stated that provisions regarding Black Sea security and the restoration of Russian agricultural exports would be activated only after sanctions are lifted from Russian food producers and exporters.

On March 25, US President Donald Trump stated that his administration is currently assessing the conditions outlined by the Kremlin for the implementation of a Black Sea agreement.
