Russia Has Violated 190 Agreements, Says Military Analyst Michael Clarke

Military analyst Michael Clarke said that Russia has violated 190 agreements over the years, Sky News reported on March 26.
One of the most significant for Ukraine was the 2014 Minsk Agreements, which were signed in an attempt to end the fighting following Russia’s invasion of Crimea that February.
Clarke pointed to the Budapest Memorandum of 1994 as perhaps the most crucial deal. Under this agreement, Ukraine agreed to relinquish the nuclear weapons it inherited from the Soviet Union.

“They could have had their own nuclear force that would have worked if they chose to, but they gave it up in 1994, in return for security guarantees.”
However, Russia has been more consistent when it comes to agreements involving its own companies. Clarke explained that, for example, when Gazprom supplied gas to Europe, Russia consistently honored its contracts—at least until around 2008. After that, Putin entered what Clarke called his “aggressive phase,” using winter gas disruptions to isolate Ukraine and its pipelines from the rest of Europe’s supply.
According to a statement released by the Kremlin on March 25 following negotiations in Riyadh, Russia has agreed to a Black Sea ceasefire under the condition that sanctions are lifted from the Russian Agricultural Bank and domestic producers of food and fertilizers.
