Madrid to Host Secret High-Level Summit of “Coalition of the Willing” on Boosting Aid to Ukraine

Madrid will host a high-level, closed-door summit on November 4, bringing together the “Coalition of the Willing” from 35 nations to strategize new ways to support Ukraine.
The meeting is being organized by the Spanish Ministry of Foreign Affairs and is aimed at ensuring continued assistance ahead of the approaching fourth anniversary of Russia's full-scale invasion, El Mundo reported on October 31.
This gathering will unite the Director Generals from all 35 participating countries to coordinate future aid. The agenda features two key discussion blocks focusing on intensifying support for Kyiv.
The first session is set to focus on increasing aid, specifically addressing Ukraine’s urgent military and defense financial needs, and coordinating fresh initiatives to step up international pressure on Russia. The delegates also aim to clarify aid priorities and reach specific agreements during the discussions.

The event, which is expected to run from 9:00 am until after 3:30 pm, is being managed with extreme secrecy, according to El Mundo. Participants have been warned that mobile phones are strictly forbidden and they must not disclose any details of the discussion.
Delegates have been asked not to publish any information about the meeting on public platforms or social networks, underscoring the high-stakes nature of the closed summit.
Earlier, French President Emmanuel Macron announced that 26 nations have officially agreed to provide security guarantees for Ukraine. This support includes the potential deployment of military contingents and commitments to enhance Ukraine's defense capabilities on land, at sea, and in the air.
