Russian leader Vladimir Putin presented a set of demands for ending the war against Ukraine during his meeting with US President Donald Trump in Alaska, according to Reuters. The reported conditions go beyond territorial concessions.

According to sources cited by the agency, the information is based largely on discussions among leaders of the US, Europe, and Ukraine, and may not represent the full picture. Still, several key elements of Putin’s proposals were outlined.

The Russian position excludes a ceasefire until a comprehensive peace agreement is reached. Moscow’s proposal calls for Ukraine to withdraw all forces from Donetsk and Luhansk regions, including areas not under Russian control, in exchange for Russia freezing the front lines in Kherson and Zaporizhzhia regions. In return, Russia would be prepared to hand back limited areas of territory in Sumy and Kharkiv regions.

Putin is also seeking formal recognition of Russia’s sovereignty over Crimea, though it remains unclear whether this demand applies only to the United States or extends to all Western nations and Ukraine.

Other points of the proposal include the lifting of at least some sanctions imposed on Russia, as well as guarantees that Ukraine will not join NATO. According to the sources, Putin appeared open to Ukraine receiving certain alternative security guarantees, though details of such assurances remain undefined.

In addition, Russia is demanding official status for the Russian language either across Ukraine or in certain regions, alongside full freedom of operation for the Russian Orthodox Church.

The reported proposals surfaced a day after the Trump-Putin meeting at an air base in Alaska on August 15. Reuters noted that while the demands reflect Moscow’s position, the details of the broader discussions remain incomplete.

Earlier, The New York Times reported that during the Alaska summit, Trump told European leaders Putin demanded Ukraine cede the entire Donetsk region—including areas not under Russian control—in exchange for a cease-fire along current front lines and a pledge of no further attacks.
