Russia Automatically Bans Men From Leaving Country After Missing Military Enlistment Summons

Russian conscripts in Russia have begun receiving automatic bans on leaving the country after failing to appear at enlistment offices, according to The Moscow Times on March 4.

The report linked the measure to the full-scale rollout of Russia’s electronic summons registry.

It said anyone issued a summons now faces an immediate travel ban. The outlet reported that the notifications have already reached residents in Moscow and other regions.

The first known case in Russia of additional penalties beyond a foreign travel ban being imposed through the electronic military registry was recorded in Kaliningrad, according to the “Movement of Conscientious Objectors” project.

The group reported that a conscript received a summons to update his personal data in November 2025 but did not appear at the enlistment office.

About 20 days after the scheduled date, the system generated a decision imposing five restrictions:

  • A ban on registering as an individual entrepreneur;

  • A ban on registering as a payer of the professional income tax;

  • A suspension of real estate rights registration;

  • Limits on both driving privileges and the registration of vehicles.

The notice typically appears in a user account on the Gosuslugi  state services portal.

The travel restriction can be lifted only through an in-person visit to a military enlistment office.

If the notice is not opened, further restrictions may follow after 27 days, including limits on driving and property-related transactions.

Earlier, it was reported that Russia had started blocking military-aged men from leaving the country after electronic draft notices appeared in its new digital conscription registry, with the case reported involving a 28-year-old stopped at Moscow’s Sheremetyevo Airport.

The man said a travel ban was already shown in the state system under his name, and border officers told him it could not be lifted at the airport.

Officials told him only an in-person visit to his local draft office could remove the restriction.
