Russia Closes Its Last Consulate General in Germany Following Drone Incident in Leipzig Airport

Russia’s Consulate General in Bonn, Germany, announced on September 1 that it would end its operations ahead of schedule following a German government decision to close the diplomatic mission.

“Due to the decision of the German government to close the Russian Consulate General in Bonn by September 18, 2026, the acceptance of applications for all consular matters has been canceled,” the consulate said in a statement, according to Deutsche Welle on September 2.
The Bonn mission was Russia’s last remaining consulate general in Germany. Following its closure, Russian citizens seeking consular services in the country will only be able to turn to the Russian Embassy in Berlin.
Germany also terminated an agreement concerning the Russian House in Berlin, with employees of both institutions required to leave the country.

German authorities have described the attempted attack as “dangerous behavior” and part of a wider Russian hybrid campaign intended to “cause great damage,” according to The Guardian on September 2.
As the outlet reported, Wadephul said Germany considered “appropriate and necessary action” warranted in response to the incident and would answer the alleged hybrid attack in Leipzig with measures that were “proportionate and measured, yet equally resolute.”
“We are not at war, but we are a daily target of hybrid warfare,” he added.

The accusations follow the discovery in August of an explosives-laden drone near a Ukrainian cargo aircraft at Leipzig/Halle Airport. ABC News reported on August 27, citing a US intelligence assessment, that the device displayed characteristics associated with Russia’s military intelligence agency, the GRU.
A US intelligence official briefed on the suspected sabotage plot said both the drone’s construction and the explosives attached to it were “typical” of devices previously linked to the GRU.
