Russia Sends Own Recruits to Occupied Zaporizhzhia as Local Public Services Recruitment Collapses

In the temporarily occupied territories of the Zaporizhzhia region, Russia is attempting to cover a growing shortage of personnel by importing Russian recruits from its own territory.
According to the National Resistance Center, which shared the update on Telegram on September 9, occupation authorities continue to face an acute deficit of staff and are trying to fill it with outsiders. To this end, they launched a program called “Zaporizhzhia Heroes,” but it has been staffed with individuals who have no connection to the region.
So far, only 21 candidates have been recruited to work in the so-called “administrations” of occupied Zaporizhzhia. They will undergo a month-long training course led by instructors brought in from Moscow before being assigned to posts in the occupation structures.
Ukraine’s Defense Forces stress that such “heroes” are legitimate targets and will be held fully accountable for their involvement in collaborationist projects.
The National Resistance Center reminded residents of the occupied territories that they can anonymously report information about occupiers and collaborators via a special chatbot and join the resistance movement.
Earlier, it was reported that Russia is on track to fully meet its military recruitment goals by the end of 2025 according to Deputy Chief of Defense Intelligence Vadym Skibitskyi. He noted that Moscow has the financial means to maintain the campaign and continues to rely heavily on propaganda to mobilize its population.
