Russian Court Designates LGBTQ+ Rights Group as Extremist Organization

A Russian court designated a prominent LGBTQ+ advocacy group as an "extremist" organization on April 27. This ruling effectively bans the group and provides a legal basis for the government to prosecute its members and supporters.

While Russia has targeted LGBTQ+ organizations for several years, the environment has become increasingly hostile since Russia’s full-scale invasion of Ukraine in 2022. This period has seen a rapid acceleration of the country’s shift toward conservative policies, according to The Moscow Times.

The court in St. Petersburg ruled in favor of a case brought by the Russian Ministry of Justice. The case sought to label the Russian LGBT Network, the nation’s primary nonprofit for LGBTQ+ rights, as an extremist entity. Following the decision, the court’s press service announced that “The public movement is recognized as an extremist organization, and its activities are prohibited in Russia.”

The judicial proceedings took place behind closed doors. Under Russian law, an extremism designation means that anyone associated with the group could face long prison sentences. These charges are similar to those used for terrorism under the Russian Criminal Code.

Russian leader Vladimir Putin has spent years criticizing any concepts that differ from what he describes as “traditional family values.” He often portrays these ideas as non-Russian and influenced by Western countries.

In 2023, the Russian Supreme Court had already banned what it termed the “international LGBT social movement” as an extremist organization.

As part of this ongoing crackdown, Russian authorities have conducted raids on LGBTQ+ clubs and bars, leading to the arrest of owners. Additionally, courts have issued fines and short-term jail sentences to individuals displaying LGBTQ+ symbols, including rainbow flags on clothing, jewelry, or posters.

The Russian Community, which became the country’s largest extremist group, thrived under Putin’s wartime regime as its members raided homes and terrorized their victims. The ultra-right organization officially formed in 2020 but grew exponentially following Russia’s full-scale invasion of Ukraine.

Working alongside security agencies, the group actively instigated and carried out raids against migrants, marginalized communities, and the LGBTQ+ community. Its activities were supported by the Russian Orthodox Church, and the group even developed a mobile app with an “SOS” button to coordinate its self-styled "people’s militia" for acts of intimidation and violence.
