Serbia Pledges Post-War Aid at Ukraine–Southeast Europe Summit in Odesa

Serbian President Aleksandar Vučić visited Ukraine for the first time since the start of Russia’s full-scale invasion, attending the Ukraine–Southeast Europe Summit held in Odesa on June 11.
Vučić reaffirmed Serbia’s support for Ukraine’s territorial integrity and proposed specific assistance in the country’s post-war recovery.
“On behalf of my country I can say that Serbia will remain firm and steadfast in observing the U.N. Charter and international law, which includes protecting the territorial integrity of countries, recognized by the U.N. as the most important principle. We always supported this and, as I have said, will remain firm. I think in some way this can be useful for Ukraine,” he stated.
He offered Serbia’s help in reconstruction efforts, suggesting Belgrade could assist in restoring “one or two” towns or a small region in Ukraine.
“I would like to have your support, President Zelenskyy, in rebuilding one or two towns or a small region. I think it would be a clear sign of concrete assistance for the people of Ukraine.”

Vučić also emphasized Serbia’s readiness to continue humanitarian aid:
“Ukraine can always count on Serbia’s humanitarian aid and support for the country’s territorial integrity,” Vučić said.
The summit brought together Ukrainian President Volodymyr Zelenskyy, Deputy Foreign Minister Andriy Sybiha, and leaders from across Southeast Europe, including Romania, Moldova, Bulgaria, Croatia, Greece, Albania, North Macedonia, and Slovenia.
Greek Prime Minister Kyriakos Mitsotakis also proposed a regional infrastructure project:
“I see Odesa as part of an ambitious transport project that will start at the port of Alexandroupolis, then move to Constanța and end in Odesa. This could be proposed for EU funding,” he said.
The summit focused on deepening regional cooperation and strengthening international support for Ukraine’s recovery and integration into European institutions.
On the same day, during the Ukraine–Southeast Europe Summit, Ukrainian President Volodymyr Zelenskyy stated that Russia plans to seize the city of Odesa and push toward the borders of Moldova and Romania.
