Three Objectives to Win the War Against Russia, Outlined by Ukraine’s Defense Minister

On the fourth anniversary of Russia’s full-scale invasion of Ukraine, Defense Minister Mykhailo Fedorov outlined three key objectives for securing victory in the war against Russia. 

In a post on his Telegram channel on February 24, he underscored the importance of partnerships, technological innovation, and high-quality data to guide effective combat operations.

Close the sky

Fedorov highlighted the critical need to close Ukraine’s airspace to Russian missiles and drones, setting a clear target of detecting 100% of air threats in real-time and intercepting at least 95% of incoming missiles and drones.

To achieve this, Ukraine has initiated the development of a multi-layered air defense system and is scaling up interceptor capabilities to ensure consistent protection against attacks.

“When the sky is closed, the country functions,” Fedorov stressed.

Stop the Russian forces on all fronts

Addressing the broader goal of halting Russian forces across all fronts, Fedorov emphasized Ukraine’s commitment to countering Russian advances on land, at sea, and in cyberspace. He noted the current situation in the Donetsk region, where there are 156 Russian soldiers per square kilometer, and set the target of inflicting over 200 casualties per square kilometer, making further Russian advancement impossible.

“Our goal is to stop the enemy in every domain—on land, at sea, and in cyberspace. We know how to achieve this,” he added.

Deprive Russia of funding for the war

Fedorov also pointed to Russia’s continued war efforts, fueled by funding from oil sales.

“If we block this channel, the resources for the war will sharply decrease,” he said. In response, Ukraine, alongside its international partners, is preparing a strategy to counter Russia’s shadow fleet and enhance sanctions to reduce the country’s war budget.

Ways to execute the plan

To implement these goals, the Defense Minister identified three critical directions: fostering win-win cooperation for record levels of international support, maintaining technological leadership in the innovation-driven war, and leveraging data to make precise, informed decisions rather than relying on intuition.

Earlier, Ukrainian forces reclaimed approximately 400 square kilometers of land and eight settlements in the southern operational zone during their ongoing offensive.
