Ukraine’s allies need to strengthen their support, as the Kremlin is leveraging its resources to wear down Ukraine’s partners, said Canadian Prime Minister Justin Trudeau speaking at the Ministerial Conference on the Human Dimension of the Peace Formula in Montreal on October 30.

Trudeau added that Russia’s “long view of history” and willingness to sacrifice its own people in the war against Ukraine requires the international community to remain resolute.

“In these challenging times… Every democracy in the world is right now facing challenging times — it would be convenient (certainly some say); we have our own problems at home, and we can’t keep up our support for Ukraine. But that’s exactly what the Kremlin wants. They (Russia) have a long view of history. They have no issue sending thousands of their citizens to die while waiting us out. That’s why we must all double down,” said Trudeau.

The conference, co-hosted by Canada, Norway, and Ukraine, focuses on implementing the fourth point of Ukrainian President Volodymyr Zelenskyy’s Peace Formula: the “Release of Prisoners and Deportees.”

Over 70 countries and international organizations are participating in the event, which aims to create a roadmap for returning Ukrainian prisoners of war (POWs), deportees, and detained civilians to their homeland.

Key objectives at the Montreal summit include:

  • Developing strategies for information-sharing about POWs, deported civilians, and displaced children.

  • Ending practices of mistreatment, forced relocations, and ensuring compliance with the Geneva Conventions.

  • Ensuring that international organizations have consistent access to POWs and detention sites in Russia.

Another priority is to expand reintegration, rehabilitation, and mental health support for returning Ukrainians.

Earlier, Ukrainian President Volodymyr Zelenskyy announced that Ukraine has managed to return a total of 3,767 people from Russian captivity.
