Tusk Says US May Back Ukraine With Security Guarantees That Include US Troops

Polish Prime Minister Donald Tusk said the US has, for the first time, signaled readiness to provide Ukraine with security guarantees that could include the presence of American troops on Ukrainian territory, according to RBC Ukraine on December 30.
Speaking after a call with European leaders, Canada, and NATO, Tusk stated “peace is on the horizon” and suggested an end to the war could come within weeks, while stressing the outcome was not assured.

He also added that US security guarantees were a reason for optimism, saying that Kyiv would need to take a “compromise” approach on territorial issues.
The comments followed talks in Florida on December 28 between Ukrainian President Volodymyr Zelenskyy and US President Donald Trump, as Washington pushes a broader peace framework.

Zelenskyy has pressed for long-term US-backed security guarantees lasting decades, while Trump has discussed a shorter-term commitment that would require congressional approval.
At the same time, it was reported that Volodymyr Zelenskyy signaled conditional openness to adjusting Ukrainian troop deployments in the east as part of a reciprocal withdrawal arrangement and demilitarized-zone concept, with any major decision requiring public approval.
