UK Issues Final Warning to Roman Abramovich Over $3.34 Billion Ukraine Aid Funds

British Prime Minister Keir Starmer has issued a stark ultimatum to Russian oligarch Roman Abramovich: release $3.34 billion from the sale of Chelsea Football Club to support humanitarian efforts in Ukraine within 90 days—or face legal action, according to The Guardian on December 17.

Addressing Parliament on Monday, Starmer confirmed that the UK government is prepared to pursue court proceedings if Abramovich fails to act.

The funds, generated from the sanctioned 2022 sale of Chelsea FC, have remained frozen in a UK bank account held by Abramovich’s company, Fordstam Ltd.

The Guardian reported that the funds have been frozen amid a deadlock over whether the money should be spent exclusively in Ukraine or also outside the country. Meanwhile, Abramovich has stated that he wants the money to benefit “all victims of the war in Ukraine” and has demanded that Russians also receive assistance.

The prime minister’s spokesperson said Abramovich must take steps to establish the foundation and arrange the transfer in accordance with the license, while Chancellor Rachel Reeves said, “It’s time for Roman Abramovich to pay up.”

Earlier, it was reported that the UK had signaled its preparedness to ensure that the proceeds from Chelsea FC’s sale are directed to humanitarian aid in Ukraine under the sanctions framework.
