Ukraine and EU Accordingly Draft 12-Point Peace Plan for Russia Ceasefire, Bloomberg Reports

Ukraine, together with its European allies, is preparing a comprehensive 12-point peace proposal aimed at achieving a ceasefire along the front line with Russia, Bloomberg reported on October 21, citing informed sources.

The draft plan includes key humanitarian and geopolitical elements. Among the top priorities are the return of all deported Ukrainian children and an exchange of prisoners—both contingent on Russia agreeing to a full ceasefire.

In return, Ukraine would receive security guarantees, financial support for post-war reconstruction, and a fast-track pathway to membership in the European Union, the report states.

As part of the compromise, sanctions on Russia would be gradually lifted, although nearly $300 billion in frozen Russian reserves would remain blocked. These funds are expected to be released only if Moscow agrees to contribute to Ukraine’s post-war rebuilding efforts.

According to Bloomberg, a particularly complex point in the plan involves negotiations between Kyiv and Moscow regarding the administration of occupied territories. While discussions may begin, neither Ukraine nor its European partners would legally recognize any Russian sovereignty over occupied land.

The implementation and oversight of the proposed peace roadmap would fall under a newly established Peace Council, which is reportedly set to be chaired by US President Donald Trump. European diplomats are expected to travel to the United States later this week to finalize the framework.

Earlier, it was reported that the United States and Russia have reportedly paused preparations for a planned summit between President Donald Trump and Russian leader Vladimir Putin in Budapest.
