Ukraine and Japan Align on Security Priorities, Eye Deeper Military Collaboration

Ukraine and Japan held talks to coordinate further steps toward enhancing bilateral security cooperation, according to Ukraine’s Ministry of Defense, on July 1.
During the meeting, First Deputy Minister of Defense of Ukraine Serhii Boiev met with Yuji Tokita, Chargé d’Affaires ad interim of the Embassy of Japan in Ukraine. The two sides discussed avenues for expanding cooperation in the defense and security sectors.
The Japanese delegation expressed gratitude for Ukraine’s participation in the DSEI Japan 2025 international defense and security exhibition. Tokita noted that such engagements, along with regular bilateral dialogue, contribute to strengthening ties between the two countries.
Boiev emphasized that while defense cooperation remains a key priority for Ukraine, humanitarian and financial support also continues to play an essential role.

“We are open to mutually beneficial cooperation and welcome proposals. Japan’s advanced technological capabilities offer significant potential for deeper collaboration,” Boiev stated.
The Japanese side expressed interest in exchanging expertise with Ukraine on a range of issues, particularly in the field of innovative military technologies.
Concluding the meeting, Boiev underscored the strategic importance of Japan’s support, noting that both the Pacific and European regions face shared challenges that require a coordinated response.
Earlier in June, Ukraine and Japan signed a $3 billion loan agreement funded by revenues from frozen Russian assets. The deal, part of the Extraordinary Revenue Acceleration (ERA) initiative, was announced by Prime Minister Denys Shmyhal, who said the funds would support key budget needs and economic recovery efforts.
