The Ukrainian Ministry of Defense has launched licensed production of modern FPV drones at a state-owned enterprise as part of a pilot project initiated in December 2024. Coordinated by the Ministry’s Main Directorate of Defense Innovations, this initiative enables the government to produce standardized FPV drones for military use, enhancing domestic defense capabilities.

Under a three-party agreement, a private developer granted a production license, allowing the facility to operate within the Ministry of Defense’s management framework. The drones will be supplied to Ukraine’s Defense Forces.

Once the process is refined and scaled, the enterprise will be eligible to participate in procurement tenders organized by the Defense Procurement Agency and other potential buyers.

"This experience has been positive. By integrating state enterprises into production chains, we now have a clearer understanding of drone manufacturing costs and our competitive advantages in this sector. This will help improve product quality through stable market competition," First Deputy Minister of Defense, Lieutenant General Ivan Havryliuk stated.

Defense innovation specialists have also developed a roadmap for establishing similar production lines with other unmanned aerial system developers. This strategy aims to significantly enhance manufacturing capacity and expand the production of advanced defense technologies.

"We are ready to expand cooperation with private companies. We have a set of standardized documents and a step-by-step guide to launching similar UAS production lines at other state-owned enterprises," Yurii Taranyuk, Head of the Main Directorate of Defense Innovations said.

Previously, it was reported that Ukrainian forces have introduced advanced drone detection technology capable of identifying fiber-optic-controlled FPV drones.
