Ukraine Expands Defense Grants to Support Cruise, Ballistic, and Air Defense Missiles

First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov announced that, beginning next week, Ukraine will launch multiple large-scale grant programs dedicated to the domestic production of explosives, autonomous drones, and various types of rockets. The announcement was made on August 18, according to a Hromadske article published on the same day.
Fedorov specified that one of the initiatives will support “turnkey” factories for producing explosive substances, with grant funding exceeding $2.4 million.
Another program will focus on autonomous, high-tech drones designed to counter advanced electronic warfare and adapt to restrictions on infantry deployment. Earlier grants ranged from about $12,000 to $96,000, but the new initiative will provide substantially larger support.

A separate grant program will back rocket production projects, including cruise, ballistic, and short-range missiles for air defense, highlighting the latest defense tech for Ukraine. According to Fedorov, around 20 projects have already received funding under this scheme.
Earlier, in October 2024, the Brave1 initiative began awarding non-repayable grants for missile production, with plans to expand into support for gunpowder and explosives manufacturing in 2025.
The government has also simplified regulations and removed bureaucratic barriers around explosives production to encourage private-sector involvement.
