Ukraine, Norway Discuss Drone Production and Defense Cooperation

Ukraine’s Deputy Chief of Staff Ihor Zhovkva met with a Norwegian delegation led by Arild Eikeland, Director of the Ministry of Defense’s International Security and Operations Policy, to discuss military cooperation and support for Ukrainian defense production, as was reported on the website of the Ukrainian President on September 1.

The meeting follows contacts between President Volodymyr Zelenskyy and Norway’s Prime Minister during his visit to Kyiv on August 25.

Zhovkva thanked Norway for its ongoing assistance, including strengthening Ukraine’s air defenses and participation in the PURL  program, which enables the purchase of American weapons.

The parties discussed the financing of Ukrainian production of drones. Zhovkva called on partners to continue investing in Ukrainian drone production, noting their proven effectiveness on the battlefield.

“Support for Ukraine today is an investment in Europe’s long-term security,” he said. “Joint production now will protect Ukraine and Europe in the future.”

He also updated the delegation on diplomatic efforts, including discussions with US President Donald Trump and European leaders.

Zhovkva said Ukraine is ready for high-level talks with Russia, but Moscow has not signaled any willingness to engage and continues attacks on Ukrainian cities.

The discussion included security guarantees and the role of a strong Ukrainian military, with Zhovkva urging continued support for the Armed Forces.

Cooperation with the Joint Expeditionary Force (JEF) was also addressed, with Zhovkva thanking Norway for granting Ukraine enhanced partnership status and emphasizing the country’s commitment to making it practical. The sides coordinated next steps and agreed on joint measures under the JEF framework.

Previously, it was reported that Ukrainian President Volodymyr Zelenskyy held a phone call with Latvian President Edgars Rinkēvičs to discuss NATO’s new initiative to arm Ukraine, PURL, with Latvia confirming its readiness to join.
