Ukraine Passes Law to Access Free Roaming in 27 EU Countries

Ukrainian President Volodymyr Zelenskyy signed a new law aimed at aligning Ukraine with the European Union’s roaming regulations on June 2, moving the country a step closer to joining the EU’s “Roam Like at Home” (RLAH) policy.

The update was shared by Minister of Digital Transformation Mykhailo Fedorov, who noted that the legislation brings Ukraine closer to the EU’s Digital Single Market.

Under the new law, Ukrainian mobile users will eventually be able to use their phones across the EU without paying additional roaming fees. This means:

A single mobile tariff will apply in both Ukraine and the EU;

No extra charges for calls or data while traveling in any of the 27 EU countries;

Ukrainian users can stay connected while abroad without “roaming stress.”

“Beyond roaming, the law enables more effective cooperation between Ukrainian and European companies, and expands the powers of the national regulator to better protect users’ rights and ensure quality communication,” Fedorov said.

Before the changes take effect, Ukraine must still receive a positive assessment from the European Commission and an official decision on its entry into the RLAH framework.

Previously, it was reported that the WINWIN AI Center of Excellence, in collaboration with Ukraine’s Ministry of Digital Transformation, businesses, and the AI community, is creating a national large language model to support the development of chatbots and AI assistants for the government and businesses, improving services and boosting organizational efficiency.
