Ukraine to Receive $2.3 Billion From EU Under Reform-Linked Facility

The European Union will transfer nearly $2.3 billion to Ukraine this week, including a $1.5 billion fifth tranche under the Ukraine Facility and an additional $692 million linked to the delayed reform of the Asset Recovery and Management Agency (ARMA), European Pravda reported on November 3, citing an EU Council draft decision.
According to the document, the European Commission assessed that Ukraine had met the necessary conditions for a partial disbursement of both the fourth and fifth tranches, totaling $2.2 billion.
The $692 million portion corresponds to the ARMA reform, which Ukraine completed later than planned—the law was passed and signed in July 2025, several months behind schedule, according to European Pravda.

Under the EU’s rules, Kyiv can still receive full payment for reforms completed within one year of the agreed deadline.
However, the bloc withheld roughly one-third of the fifth tranche—about $749 million—due to delays in two other reforms: verifying judges’ integrity declarations and the digitalization of enforcement proceedings, European Pravda reported.
Ukraine now has until mid-2026 to finalize them or risk losing the funds.
The EU decision also reaffirms that Ukraine “continues to uphold effective democratic mechanisms, including a multiparty parliamentary system, the rule of law, and the protection of human rights,” which remain key prerequisites for continued financial support.
Previously, it was reported that Ukraine had completed a bilateral screening process with the European Commission, a key milestone in its EU membership bid, according to European Commission’s Enlargement and Eastern Neighbourhood department.
While this marks significant progress, the opening of the first cluster remains blocked by Hungary.
