On December 4, Ukrainian President Volodymyr Zelenskyy has announced that Ukraine is preparing sanctions against the Georgian government following the suppression of protests.

“We are preparing our legal response and working with European and other international partners on specific measures. I have instructed the preparation of appropriate sanctions decisions,” Zelenskyy stated.

“What is happening in Georgia is not just a challenge for one nation or our region alone. The current leadership in Georgia appears to be moving the country toward greater dependency on Russia. This is troubling for its own people,” he added.

Zelenskyy also noted Moscow’s public support for the Georgian government’s actions, suggesting it reflects alignment with Russian interests:

“When Moscow praises this government in Georgia, it raises questions about who they are serving in Tbilisi and why they are addressing protests in this manner. This does not seem to align with the best interests of Georgia,” Zelenskyy said.

On November 28, Georgian Prime Minister Irakli Kobakhidze announced that Georgia would delay EU accession talks until the end of 2028. The decision triggered mass protests in Tbilisi, where thousands gathered in Freedom Square. Clashes between police and demonstrators turned violent, with authorities using water cannons and tear gas to disperse the crowd.

On November 29, Ukraine’s Ministry of Foreign Affairs condemned the Georgian government for using force to disperse peaceful protests in Tbilisi and expressed disappointment over Georgia’s decision to suspend talks on European Union membership until 2028.
