Ukraine to Target Countries Fueling Russia’s War Through Oil Purchases, Sybiha Says

Ukrainian Foreign Minister Andriy Sybiha stated that Ukraine advocates for sanctions in response to any attacks on maritime infrastructure, undersea cables and pipelines, energy facilities, ports, and civilian vessels.
Speaking at the “Fair Play” conference on strengthening sanctions against Russia, as reported by an Ukrinform correspondent on June 27, Sybiha emphasized that Ukraine will urge its partners to counter the fact that Moscow continues to earn substantial revenues to fund its war through trade—particularly by targeting those who are the largest buyers of Russian oil.
He also called for visa restrictions on Russian diplomats, non-recognition of non-biometric Russian passports, and a reduction in the issuance of multiple-entry Schengen visas to Russian citizens.
The Foreign Minister noted that Russia derives significant income for its imperialist war not only from trade with third countries but also from members of the sanctions coalition, by selling oil, gas, and related products. According to his estimates, Russia still earns considerably more than it spends on its genocidal aggression against Ukraine.

Sybiha pointed out that Russia is still able to acquire critical components, equipment, and software used in missile and drone attacks against Ukraine. Analysis of debris from Russian missiles and drones regularly reveals parts manufactured in at least 19 countries.
“In the near future, we will initiate appropriate sanctions against the countries that purchase the most Russian oil,” the minister announced.
He also urged stronger sanctions against key sectors of the Russian economy, including a total ban on the import of Russian energy resources and critical raw materials, lowering the price cap on Russian oil to $30 per barrel, imposing a full ban on the Nord Stream gas pipeline, expanding personal sanctions, and cracking down on sanctions evasion. This includes targeting the remaining vessels of Russia’s shadow fleet, as well as their captains, owners, suppliers, cargo buyers, and the ports involved.
Earlier, Ukrainian President Volodymyr Zelenskyy enacted sanctions against 87 individuals and entities linked to Russia’s military-industrial complex.
