Ukraine Unveils Pilot Program to Modernize Military Food Supply

The Ukrainian Ministry of Defense has unveiled a new food supply model for the Armed Forces of Ukraine (AFU), which will begin as a pilot program in several regions starting in 2025. This initiative, presented by the Ministry’s procurement agency, “State Logistics Operator” (SLO), aims to enhance the quality of food provided to military personnel and improve the overall efficiency of the supply process.

Starting in February 2025, the new model will run alongside the current system to ensure stability and continuity in food deliveries. The primary focus of this approach is to introduce higher standards for food products and streamline operations across multiple regions, including Kyiv, Vinnytsia, Zhytomyr, Cherkasy, and Kirovohrad.

According to Deputy Minister of Defense Dmytro Klimenkov, the goal is to ensure that the transformation not only increases supply chain efficiency but also maintains rigorous product quality standards. Under the new system, suppliers will receive compensation based on the value of goods and services provided, such as storage and transport, as outlined by the service level agreement (SLA). Additionally, the Ministry will establish fixed catalog prices for all products.

Most of the food products (75%) will be sourced through open procurement platforms, with suppliers contracting directly with producers. For the remaining categories, suppliers will independently select subcontractors, though the SLO retains the authority to block any provider that fails to meet quality standards or ethical guidelines.

One notable feature of the new system is the creation of a distribution center where all products will be inspected before being sent to military units. This additional step aims to reinforce quality control, with SLO specialists overseeing the process.

The Ministry is also introducing a “blacklist” to prevent suppliers or manufacturers who have previously violated contract terms from participating in future supply contracts. This tool is designed to ensure accountability and maintain high standards throughout the supply chain.

“The philosophy behind this pilot model is about changing the relationship with suppliers and manufacturers by altering their incentives and increasing transparency in cooperation. We believe this approach will foster stronger partnerships, while our core objective remains improving both the quality of products delivered to the Armed Forces and the efficiency of the supply process,” said Halyna Litosh, program director for food services at SLO.
