Ukraine Warns Kremlin Poised to Exploit Belarus for Renewed Military Push, Says Zelenskyy

The head of Ukraine’s Foreign Intelligence Service, Oleg Ivashchenko, reported on Russia’s military plans concerning Belarus and on sanctions constraining Moscow’s war capabilities, President Volodymyr Zelenskyy stated on October 15.
Zelenskyy noted that ”both classified and open-source data confirm that sanctions are limiting Russia’s ability to sustain and expand its war.”
He also added that Ivashchenko briefed on a Russian plan for the further military use of Belarusian territory. “At this stage we will not make the information public. We will alert partners for whom this may pose a threat,” the president said.

The president said Kyiv has identified key areas for intensified pressure and has instructed officials to coordinate with relevant partner countries.
Ahead of his visit to Washington and meetings with European leaders, Zelenskyy said Ukraine analyzed Russia’s main channels for obtaining critical components and equipment used in weapons production.
“We in Ukraine understand which supplies matter most to Moscow, and every such scheme must be cut off. Our partners have all the means to do this,” he said.
Zelenskyy added that sanctions worldwide continue to restrict Russia’s ability to sustain and expand its war. Stronger sanctions pressure would bring reliable security closer.
According to the Ukrainian President, intelligence data and economic indicators—including those of Russia’s industry, finances, and regional budgets—support the need for stronger global restrictions.
Earlier, it was reported that Ukraine identified 145 firms tied to Russia’s defense conglomerate Technodinamika, with 86 still unsanctioned, showing persistent gaps in coordinated restrictions.
