On the 91st anniversary of Sievierodonetsk, a Ukrainian blue-and-yellow flag, raised by drone, flew high above the rooftops, according to Luhansk Regional Governor Oleksii Kharchenko, who announced the mission on May 25.

The symbolic operation was carried out by Ukrainian border guards from the “Vengeance” brigade, in cooperation with the Sievierodonetsk City Military Administration.

The drone-delivered flag served as a potent reminder to both the occupiers and local residents that Sievierodonetsk is—and remains—Ukrainian territory.

“On the 91st birthday of Sievierodonetsk, the blue-and-yellow flag is flying over the city,” Kharchenko wrote.

He credited the daring move to the combined efforts of the border guard unit and Deputy Head of the Sievierodonetsk Military Administration, Yevhenia Boiko. “They accomplished the impossible for the city’s birthday,” Kharchenko said, describing the aerial flag placement as both daring and deeply symbolic.

Though modest in scale, the operation carried powerful meaning. It was a signal to Russian forces that their presence is temporary—and to pro-Ukrainian residents that they are not forgotten.

“The Ukrainian flag will one day fly over all our cities,” Kharchenko vowed.

The governor also cast doubt on Russia’s narrative of “restoration” and “normalization” in occupied areas of Luhansk. Despite promises from Russian-appointed officials, at least 360 apartment buildings in Sievierodonetsk remain without centralized heating, underscoring the continuing hardships faced by residents under occupation.

Earlier, Ukraine brought home 303 service members in the final stage of a major prisoner-of-war exchange with Russia.
