US Proposes Resource Partnership Agreement With Ukraine, Zelenskyy Reports

The United States has presented Ukraine with a draft agreement on cooperation in natural resources, with the potential for finalization at the upcoming Munich Security Conference.
According to President Volodymyr Zelenskyy, who discussed the development following a meeting with US Treasury Secretary Scott Bessent, the document marks the first step in a new partnership between the two nations.
“Our team has received the initial draft of an agreement from the United States regarding resource cooperation. We will review it thoroughly and expedite the process to finalize it,” Zelenskyy stated.
The Ukrainian President emphasized that the negotiations did not include discussions on resources located in temporarily Russian-occupied territories. He also noted that the agreement could be a significant step forward in strengthening bilateral ties.
Bessent described the agreement as a long-term security measure for Ukraine. He reiterated that President Donald Trump is committed to bringing an end to Russia’s war against Ukraine and is actively engaging with all involved parties.
Bessent confirmed that Zelenskyy is expected to meet US Vice President JD Vance and Secretary of State Marco Rubio in Munich, while the US government continues reviewing the proposed partnership document. “This agreement signals our commitment to shared values and deeper economic cooperation. It is an important message to the international community and to Russia that we stand together,” Bessent stated.
He further emphasized that the agreement would reinforce economic commitments between the US and Ukraine, ensuring long-term stability and security following the war.
Earlier, in an interview with The Guardian, President Volodymyr Zelenskyy stressed the importance of protecting Ukraine’s rare earth minerals from Russian control, highlighting that Moscow is exploiting resources in occupied territories without investment. He emphasized that Ukraine’s mineral wealth, including titanium, uranium, and manganese, must be safeguarded to prevent Russia from profiting and to secure international investment in extraction and processing.
