Russian forces continue to systematically target Ukrainian emergency workers operating in frontline areas of Kharkiv and Kherson regions, according to a statement from Ukraine’s Ministry of Internal Affairs on July 7.

The ministry reported that the enemy is deliberately using FPV drones to strike specialized equipment belonging to the State Emergency Service of Ukraine (SES), which arrives at impact sites to eliminate the consequences of Russian shelling.

The SES also released a video, found on Russian information platforms, documenting the moment a marked rescue vehicle was hit. Officials emphasize that this is a deliberate act of terror against those who are unarmed, not involved in combat, and dedicated to saving lives.

“They strike those who do not fight, carry no weapons, and save lives after the enemy’s own attacks. This is not just terror — it is a blatant display of inhumanity,” the SES stated.

According to the Ministry also reported that no personnel were injured.

Russian forces have repeatedly targeted humanitarian infrastructure in Ukraine. A Russian drone strike hit an evacuation bus near the town of Bilopillia in the Sumy region, killing nine civilians and injuring at least four others. Just days earlier Russian forces used an FPV drone to strike a civilian car, injuring three women.

Earlier, Russia unleashed a wave of suicide drone attacks on the Ukrainian cities of Odesa and Kharkiv, killing at least one person and injuring dozens more, including three children, according to the State Emergency Service of Ukraine.

Emergency responders and local authorities reported extensive destruction across both cities.
