Ukrainian President Volodymyr Zelenskyy announced that the complete Peace Formula with conditions for a “just end to the war” will be ready by November. This statement was made during a joint press conference at the third “Ukraine — Southeast Europe” summit in Croatia on October 9.

According to Zelenskyy, the Ukrainian side has been working on this peace plan since July, and the finalized version will be presented at the second Peace Summit for Ukraine. The President emphasized that the plan outlines all the necessary conditions to achieve a just resolution of the war.

However, Zelenskyy acknowledged the challenge of engaging Russia in this process, noting that “Russia is avoiding honest and open diplomacy.” He added, “This is why Ukraine has developed a set of measures to address the current situation and secure long-term stability, which will be introduced at the upcoming Peace Summit.” He also mentioned that this plan has already been shared with the United States and will now be presented to other international partners.

One of the key points in the peace formula, Zelenskyy noted, focuses on the lack of geopolitical confidence in Europe and how to address this issue. The aim is to prevent Russia from continuing to pose a threat to Europe. “This plan will ensure that Russia faces a geopolitical defeat,” the President said.

Croatian Prime Minister Andrej Plenković, speaking alongside Zelenskyy, stressed that supporting Ukraine is not only a gesture of solidarity but also a defense of fundamental geopolitical security interests. He highlighted that Russia’s actions have undermined the very foundations of European security and violated core principles of international law.

The President concluded by calling on all nations with the resolve to participate in the upcoming The Peace Summit for Ukraine, emphasizing the opportunity to take a decisive step towards peace and stability.
