Fearing Ukrainian Drones, Russia Floods Moscow With Air Defenses Ahead Of Victory Day

Russia is likely relocating additional S-400 air defense systems to Moscow ahead of its May 9 Victory Day parade, according to open-source footage published on May 3.

The footage, shared by a Russian Telegram channels, shows components of the S-400 system being transported through the Russian capital. It remains unclear whether the systems represent newly deployed reinforcements or routine repositioning of units already on duty in Moscow.
Open-source analysts estimate that Moscow is protected by a multi-layered air defense network consisting of two defensive rings around the city, as well as several positions within the city itself. In total, around 130 air defense sites have been identified in and around Moscow.
The network is primarily composed of approximately 100 Pantsir-S1 systems and a smaller number of Tor systems, which are used to intercept drones and cruise missiles. These are supported by roughly 20 S-400 batteries designed to counter higher-altitude threats, including ballistic missiles.

Despite this extensive air defense coverage, Russia is expected to scale back its Victory Day parade in 2026. According to available information, the event will be held without a mechanized column, marking the first such change since the start of Russia’s full-scale invasion of Ukraine.
Authorities are also reportedly considering additional security measures. These include potential restrictions on mobile communications in Moscow on May 5, 7, and 9, as well as a scenario in which the parade would be limited to a foot march without the participation of cadets or military academy students. The aerial portion of the event is still expected to take place.
Beyond Moscow, several Russian regions have either canceled or reduced their Victory Day celebrations due to security concerns linked to the threat of Ukrainian drone strikes. Krasnodar region has canceled its parade entirely, while Kaliningrad and Samara have moved commemorative events online. In Saint Petersburg, Chuvashia, and Kaluga region, parades are expected to proceed without heavy military equipment.
