Ukrainian authorities successfully evacuated five citizens from temporarily Russian-occupied territories to government-controlled area.

The individuals required urgent assistance due to severe health conditions and limited mobility, according to Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets on October 29.

The operation was carried out in joint efforts with the International Committee of the Red Cross (ICRC) in Ukraine.

Lubinets shared the harrowing account of an injured couple rescued during the mission. On September 11, their vehicle struck a landmine during a grocery trip in the temporarily occupied zone, leaving both individuals with critical blast injuries and shrapnel wounds.

A bystander helped the couple travel roughly 3 kilometers to reach home, but local emergency medical services failed to arrive due to severe security risks, leaving the couple stranded without professional care.

The husband lost his sight and suffered extensive shrapnel injuries, while his wife required urgent skin graft surgery. They were only able to reach a medical facility on September 23.

Their son eventually reached out to the Ombudsman's office, pleading for a safe return so his parents could receive vital medical treatment and proper care.

Lubinets emphasized that evacuating severely injured and low-mobility citizens requires detailed planning, personalized arrangements, and continuous medical supervision during transport.

“We are constantly working to bring back as many people as possible. And today we have another result. I am grateful to the ICRC in Ukraine for their joint efforts in this work,” Lubinets stated.

“After the explosion, a random passerby helped them get home, covering about three kilometers with them. Due to the difficult security situation, the ambulance crew they called did not arrive. Opportunities to receive help from other residents were virtually non-existent,” he wrote.

“Fortunately, the couple's son turned to me. He asked to save his parents—to safely return them to the territory controlled by the Government. To a place where parents could receive the necessary treatment and further care,” the ombudsman noted.

On June 23, 2026, fifteen children were evacuated from temporarily occupied territories of Ukraine under the presidential initiative Bring Kids Back UA.

The returned youth included an eighteen-year-old who had been hiding to avoid forced mobilization into the Russian military, a seventeen-year-old whose family faced continuous threats from occupation authorities, and a thirteen-year-old whose parents were threatened with losing custody to an orphanage.

Following their return, the children began undergoing reintegration in dedicated centers, where they received psychological support, safe shelter, documentation assistance, and essential care to start their new lives.
