More Than 1,000 Km From Ukraine, Russian City Starts Building Concrete Drone Shelters

Authorities in Russia’s Tatarstan region have begun installing reinforced-concrete shelters to protect residents during drone attacks, bringing a form of wartime civil defense previously associated with Russia’s border regions more than 1,000 kilometers from Ukraine, according to The Moscow Times on October 1.

The first structure was installed in the Semya Park in Nizhnekamsk, Mayor Radmir Belyaev announced.

“Such structures are intended to protect people from fragments and blast waves during attacks. This is a pilot project for our republic. The shelter is designed for 20 people,” Belyaev said.

The mayor said the structures are intended for situations in which residents cannot reach a larger protected location quickly enough after an alert is issued.

Nizhnekamsk authorities studied similar shelters already installed in Russia’s Belgorod region before launching the project.

If the first structure proves effective, officials plan to place additional concrete shelters in parks, squares and other public areas around the city.

The Nizhnekamsk mayor’s office said it is the first shelter of its kind installed in Tatarstan.

The move follows repeated drone incidents in the region, including an August 10 attack that damaged industrial facilities in Nizhnekamsk.

Earlier, reports emerged that nearly two-thirds of civil defense shelters across Russia are unfit for use.

The reports estimate that 67% of protective structures do not meet operational standards, while only 16% are considered fully compliant. Another 17% are described as partially usable.
