American negotiators have informed European partners about Russia's willingness to resume talks with Ukraine following the State Duma elections scheduled for September 18-20, as reported by Le Figaro.
US envoys Steve Witkoff and Jared Kushner shared details regarding a potential shift in Moscow's stance during discussions held in Kyiv on September 6, which included representatives from Ukraine, the United Kingdom, France, and Germany.

According to French officials, Washington relayed that Moscow appears open to starting a new phase of negotiations after the election for the lower house of the Russian parliament concludes.
French presidential administration representatives noted during a telephone press briefing that "The Americans informed us that Russia is once again ready for negotiations after the Duma elections and that, in this context, preparations should be made for a new stage of negotiations."
The talks in Kyiv focused on maintaining dialogue between Ukraine, the United States, and European nations to achieve a lasting outcome, with participating partners currently coordinating the framework and timing for the next round of consultations.
A three-hour meeting in Moscow between US special envoys Steve Witkoff and Jared Kushner and Russian leader Vladimir Putin had ended without a breakthrough, leaving the Russian leader intent on continuing Russia’s full-scale invasion of Ukraine.
Putin had remained committed to capturing the entire Donetsk region, a goal he believed his forces could achieve within six months. Meanwhile, calculations by the Institute for the Study of War showed that Russian forces were advancing at a rate of 2.36 square kilometers per day, meaning it would have taken until October 2032 to control the remaining 19% of the region.
Kremlin spokesperson Dmitry Peskov noted that Putin might have held a phone call with Donald Trump, though he stated it was premature to discuss specific dates for resuming three-party talks. Following the Moscow visit, Witkoff traveled to Kyiv to meet with Volodymyr Zelenskyy and European security advisers, later reporting substantial progress from those discussions.
