Ukraine and Germany Sign 15 Deals Worth €8.5B for Air Defense, Radars, and Interceptors

Ukraine and Germany have reached 15 agreements worth more than €8.5 billion covering air defense, drone interceptors, missiles, radars, artillery, unmanned ground systems, and energy support, President Volodymyr Zelenskyy said following talks with German Chancellor Friedrich Merz in Kyiv.

According to Zelenskyy in a Telegram post on October 4, the 15 agreements cover drone interceptors, small missiles, radars, unmanned ground systems, artillery, air defense, Patriot missile production in Germany, and support for Ukraine’s energy sector.

“As of today, we have 15 agreements and documents with the German side, and most of them concern security cooperation, production, relevant procurement, our orders for German industry, and joint projects in Ukraine. The total value of our agreements today is more than €8.5 billion,” Zelenskyy said.

The agreements include cooperation on drone interceptors, small anti-drone missiles, radars, artillery, unmanned ground vehicles, and additional air defense capabilities. Kyiv and Berlin will also work to increase production in Germany of missiles used by Patriot air defense systems, according to the Presidential Office.

Ukraine has also placed a major order with German defense manufacturer Diehl Defence for IRIS-T air defense systems. Ukraine’s Defense Ministry signed three memoranda with Diehl covering IRIS-T systems and missiles as well as ammunition. Separate agreements were reached with Hensoldt on radar procurement and Quantum Systems on testing and supplying interceptor drones.

Zelenskyy also reported positive testing of the German-Ukrainian Spear interceptor. Work is continuing on another weapon, the Nika small missile, designed specifically to counter Russia’s jet-powered Shahed-type drones and which has yet to undergo testing.

Germany separately announced a new support package for Ukraine worth more than €1.3 billion, which includes defense assistance and funding for Ukraine’s energy sector ahead of winter. Part of the funding will go toward producing new interceptors designed to engage jet-powered Russian attack drones.

“It includes weapons that will help us now, as well as support for our energy sector, which is very important, ahead of winter—an important energy package. This comprehensive package from Germany also includes funding for the production of new interceptors specifically against jet-powered ‘shaheds,’” Zelenskyy said.

Germany is also involved in FREYJA, a European anti-ballistic missile defense project led by Ukrainian company Fire Point, with Germany’s Hensoldt supplying radar technology. The system is expected to integrate FP-7.x interceptors, launchers, and TRML-4D radars.

The agreements also cover energy cooperation, including equipment for Ukraine’s power grid and projects with Siemens Energy involving gas turbines, infrastructure protection, and power generation.

The focus on faster interceptors comes as Russia increasingly uses jet-powered Shahed-type drones, which fly significantly faster than conventional propeller-driven variants and reduce the time available for interception. Zelenskyy said Russia launched around 900 jet-powered Shaheds in the week before Merz’s visit.
