Ukraine Faces $27 Billion Defense Funding Gap—But Says It Already Has a Plan

Ukraine faces a $27 billion shortfall in defense financing, but the Defense Ministry has already identified several options for closing the gap, Ukrainian Defense Minister Yevhen Khmara said during a meeting attended by a UNITED24 Media correspondent on August 30.
One option under consideration is bringing forward part of the European financing currently scheduled for next year, allowing Ukraine to access the funds sooner as it works to cover immediate wartime defense requirements.

“There is a $27 billion defense financing gap, and the Ministry already has options for addressing it. The first direction is to bring forward part of the European loan currently planned for next year.” Khmara stated.
The ministry is also looking beyond partners already participating in the existing financing framework, identifying countries that have yet to contribute or could increase their current commitments.
“Another direction is working with countries that have not yet joined this financing framework or that could increase their contributions. The Ministry has identified partners with whom separate communication should be conducted in order to attract additional financing for specific defense needs,” Khmara said.

Ukraine plans to approach those partners with detailed proposals tying additional funding directly to military requirements, projects, expected outcomes and deadlines.
“Ukraine will show its partners a clear vision and a clear plan: what tasks the Defense Forces face, what projects are needed to accomplish them, what results we need to achieve, and within what timeframe,” Khmara added.
Earlier, the European Commission approved a new $7.1 billion defense support package for Ukraine, directing the funding toward urgently needed air and missile defense systems, missiles, ammunition and radars.
