Ukraine Has Imposed Sanctions Against 13 Vessels Transporting Grain From Occupied Territories

Ukrainian President Volodymyr Zelenskyy enacted a decision by the National Security and Defense Council placing sanctions on 13 maritime vessels, 11 Russian citizens, and 28 legal entities linked to the illegal removal of Ukrainian grain from temporarily occupied territories.

The measure was formalized under Presidential Decree No. 725/2026, published on the official website of the head of state on August 14.

The sanctions target individuals, companies, and cargo ships involved in transporting agricultural products out of areas under occupation during Russia’s full-scale invasion of Ukraine.

Among the 13 affected ships, eight sail under the flag of Russia, three under Panama, one under Belize, and one under Saint Kitts and Nevis.

The restrictions apply directly to shipowners, ship captains, and commercial entities participating in the logistics chain. Ukrainian officials stated that information regarding these entities will be shared with international partners to ensure sanctions are mirrored across foreign jurisdictions.

Vladyslav Vlasyiuk, advisor and presidential commissioner for sanctions policy, stated, "The consequences should affect all participants in such schemes — from companies and owners to captains and the vessels themselves."

During the Ukrainian Youth Forum on August 12, President Volodymyr Zelenskyy announced that Ukraine and its partner nations had established a joint action plan aimed at ending Russia’s full-scale invasion of Ukraine.

He stressed the necessity of expanding domestic pressure against the invading power, stating, "We need to bring the war back to the territory of Russia," so that Russian society would feel the consequences and exert pressure on its authorities.

At the same time, the Ukrainian leader urged international partners to strengthen defense support, specifically regarding air defense systems, as Moscow was preparing a new wave of autumn mobilization following pseudo-parliamentary elections.
