Ukraine Launches Retaliatory Strikes on Moscow Refinery Supplying 40% of Region’s Petroleum Product Demand

Footage of the strike was published by the monitoring channel Exilenova+, which Militarnyi cited on September 20. The attack ignited a blaze on the refinery grounds, with further consequences still being assessed.

Monitoring resources logged a drone-danger alert at 3:19 a.m. By 3:51, Russian channels reported air defenses engaging over the capital region, and interceptor activity continued past 5:27 a.m., according to Militarnyi.

Moscow Mayor Sergei Sobyanin claimed on social media that Russian air defenses had destroyed 151 drones overnight, Ukrainska Pravda reported. Emergency crews were working at sites where debris had fallen, he added.

Ukrainian President Volodymyr Zelenskyy confirmed the operation in a post on X. He wrote: "Our long-range responses had a very significant impact in the Moscow region last night. One of Russia's key oil industry facilities and the aggressor's logistics facility were hit. These are billions of dollars that sustain the war machine."

Zelenskyy added that "the systems used included FP-1, RZ-100, MICH-2000, Palianytsia, Vendetta, Liutyi, Bars, Flamingo, Sichen, and Pelican." He did not tie individual systems to specific targets. The president also noted the strike affected a facility in the Voronezh region.

Geolocation of the footage indicated the strike damaged installations at the refinery:

• a combined crude-oil processing unit, known as the KUPN;

• the ELOU AVT-6 primary distillation installation.

A separate fire broke out at the "Sofyino" logistics technopark, matching the logistics facility Zelenskyy referenced.

Among the systems Zelenskyy listed was the FP-5 Flamingo, a Ukrainian long-range missile. Near the refinery, local residents recovered debris from an unidentified missile visually resembling the FP-5, and one video captured the sound of a jet engine, Militarnyi reported. Its use at the site remained unconfirmed.

The Kapotnya plant ranks among Russia's ten largest refineries and supplies roughly 40% of the Moscow region's petroleum products, per Militarnyi. It processes up to 11 million tons of crude annually across more than 30 technological units, including catalytic and thermal cracking and reforming lines.

The facility produces AI-80EK, AI-92EK, and AI-95EK gasolines, diesel, aviation kerosene, bitumen, sulfur, and polymers, the outlet noted.

The strike extends a sustained Ukrainian campaign against Russia's military aggression. On August 28, FP-1 drones set fires at the Slavneft-YANOS refinery in Yaroslavl, the largest oil-processing site in Russia's Central Federal District, in an attack that killed one person and injured 27. Weeks earlier, on August 5, a drone raid ignited a blaze at Rosneft's Bashneft-UNPZ refinery in Ufa, more than 1,400 kilometers from Ukraine.
