Ukraine Sanctions 23 Russian Defense Firms, Targets Iskander Missile Supply Chain

Ukraine imposed sanctions on 23 companies and 20 individuals linked to Russia's defense-industrial base and security structures under a presidential decree issued on August 3.
The decree put into force a decision adopted by the National Security and Defense Council (NSDC) on July 2, drafted on proposals submitted by the Security Service of Ukraine (SBU).

The listed entities are registered in Russia, Belarus, and Ukraine, with most of them tied to weapons production, component supply, or information technology.
Each faces asset freezes, a full halt to trade operations, blocked transit and capital transfers, revoked licenses, and bans on public and defense procurement.
The decree also revokes Ukrainian state awards, restricts securities transactions, and prohibits transfers of technology and intellectual property.
Ukrainian news outlet Babel also reported that one designated firm, Kidma Tech, manufactures optical devices, air-defense equipment, and multiple-launch rocket systems, and repairs aviation and anti-tank guided missiles.
The outlet noted that the Morozov Plant, part of the sanctioned Rostec structure, produces explosives, rocket fuel, and materials for missile systems, including the Iskander-M.
According to Babel, the firm Spetselektronkomplekt is involved in producing guided aviation missiles, while Aurum and several Russian IT enterprises develop digital solutions and information-security software for state and private clients. All 20 sanctioned individuals hold Russian citizenship, as confirmed by the decree's annexes.

The document, signed by the NSDC secretary, Rustem Umerov, directs the Cabinet of Ministers, the SBU, and the National Bank of Ukraine to implement and monitor the measures.
It also instructs the Ministry of Foreign Affairs to inform the European Union, the US, and other states of the sanctions and to press them to adopt equivalent restrictions.
The designations extend a broader campaign of allied pressure on Russia's arms industry over the summer. On July 17, five Russian entities from the ABS Electro group and one company executive were blacklisted over electronic components that harden Shahed- and Geran-type drones against jamming.
A June 15 round had already added 34 individuals and 47 entities tied to the military-industrial complex, energy revenues, and state propaganda networks.
