Ukraine Seeks to Scale Up Civilian Protection With Finland’s Support

Ukrainian President Volodymyr Zelenskyy held talks with Finnish Prime Minister Petteri Orpo on October 16 to address the urgent need for expanded protective infrastructure across Ukrainian cities.
Discussions focused on safeguarding civil energy grids and municipal facilities against ongoing Russian aerial strikes, according to President Zelenskyy.

The discussions focused on speeding up joint defense efforts and deploying additional interceptor assets to protect critical infrastructure.
During the discussion, both leaders prioritized the progress of the Shelter Coalition, a collaborative effort created alongside Helsinki to ensure accessible and secure protective facilities in every local municipality.
President Zelenskyy emphasized the imperative to accelerate civil defense preparations and noted that additional defense decisions and support measures from Finland are anticipated later this month.
"Together with Finland, we established the Shelter Coalition, and now this work needs to be accelerated. Proper shelters must be available in every Ukrainian city and community," President Zelenskyy stated.

"We constantly need weapons to shoot down missiles and drones, to protect human lives and critical infrastructure facilities. There will be new decisions in support of Ukraine this month. Finland always helps us, and we deeply appreciate this," he added.
At the same time, Ukraine is set to receive an additional 15,000 long-range artillery shells from Denmark as part of a new military aid package, with a portion of the ammunition already delivered, according to Ukraine’s Ministry of Defense.
In October 2025, Finland confirmed that its network of more than 50,500 bomb shelters was fully operational and capable of accommodating 4.8 million people, according to government assessments.
The nation's civil defense inventory showed that nearly 91% of the shelters were built to withstand conventional attacks, while 83% included air filtration systems designed to protect against nuclear, biological, or chemical threats.
