Ukraine to Establish National Guard Recruitment Center for Foreigners and Stateless Persons

The Ukrainian government supported the creation of a Recruitment Center for Foreigners and Stateless Persons within the National Guard, Prime Minister Serhii Koretskyi announced on September 18.

According to Koretskyi, the center will coordinate the recruitment of foreign volunteers for contract service and guide them at all stages — from interviews and background checks to training.

The prime minister also stressed that the recruitment process should be as fast as possible so combat units can receive reinforcements more quickly.

"Recruiting foreign volunteers to the Defense Forces is one of the state's priorities. The task is to scale up this work and attract more people to the Ukrainian army who are ready to defend our state together with Ukrainians," Koretskyi added.

On May 5, 2026, Ukrainian authorities announced plans to establish a unified coordination center designed to manage the recruitment of foreign nationals for military service.

According to the Office of the President of Ukraine, this specialized hub was set to oversee the process of bringing international volunteers into the Armed Forces of Ukraine and the National Guard.

Kyrylo Budanov, the Head of the Office of the President of Ukraine, stated that Ukraine needed to create a single coordination center that would cover all stages, from search and selection to training and supply.

Meeting participants agreed to spend the month of May developing the unit within the Ministry of Defense while preparing legal updates to resolve regulatory challenges.

Earlier, the Ukrainian government implemented a streamlined process for issuing temporary residence permits to foreign citizens.
