Ukraine’s Neptune Missiles Hammer Russian Plant Supplying Missile and Artillery Components

Ukraine struck the Azov Optical-Mechanical Plant in Russia’s Rostov region overnight on September 26, damaging multiple production facilities at an enterprise that manufactures components for Russian missiles, artillery, and anti-tank weapons.

Ukraine’s Security Service (SBU) said the strike was carried out by its Alpha Special Operations Center together with the Ukrainian Navy using domestically produced Neptune cruise missiles and Ruta, Palianytsia, and Bars jet-powered drone missiles.

According to the SBU, preliminary assessments showed damage to the plant’s optical and foundry production facilities, an assembly area, an electroplating workshop, and a printed circuit board production facility.
Ukraine’s General Staff separately confirmed the strike on September 26, reporting a fire at the plant’s foundry and damage to equipment in five production buildings.
The Azov Optical-Mechanical Plant is part of Russia’s Tactical Missiles Corporation, a major state-owned weapons manufacturer. Ukrainian military intelligence lists the facility as a producer of electronic systems used in precision artillery, missile, and anti-tank weapons, as well as radar seekers for tactical guided missiles, thermal imaging equipment, and optoelectronic systems.
The plant has been subject to international sanctions. The European Union lists the facility as part of Tactical Missiles Corporation and has included it in restrictive measures against Russia since June 2022.
President Volodymyr Zelenskyy also confirmed the attack, saying Ukrainian long-range weapons had struck a plant in the Rostov region supplying Russian forces with components for missiles and artillery, as well as a Pantsir-S2 air defense system.
The Azov facility was one of several Russian military and energy-related targets hit during the overnight operation. Ukrainian forces also struck the Ilsky oil refinery in Russia’s Krasnodar region, while a Russian ammunition depot was targeted in temporarily occupied Sievierodonetsk in Ukraine’s Luhansk region.
Ukraine’s General Staff also reported a strike on a Russian P-18 Terek radar near Semenivske in the temporarily occupied Donetsk region. The mobile two-dimensional radar is used to detect and track aerial targets and provide targeting information to air defense units.
