Ukrainian Intelligence Warns of Russian False Flag Terror Attacks During State Duma Elections

The Foreign Intelligence Service of Ukraine (SZRU) has warned that Russian secret services are highly likely to orchestrate false-flag terrorist attacks and high-profile provocations in the temporarily occupied territories during the Russian State Duma elections scheduled for September 18–20, 2026.
According to the SZRU, the Kremlin’s primary objective is to artificially escalate the war, discredit Ukraine, and derail the US-mediated peace process by convincing Western partners that diplomatic tracks are futile.

The intelligence agency noted that Moscow also aims to use these provocations to justify repressive policies against the local population and create a pretext for a new wave of military mobilization within Russia.
The SZRU highlighted a historical pattern of Russian authorities staging bloody provocations during elections or key political dates to exert psychological pressure and legitimize aggressive policies.
The agency cited the 1999 apartment bombings in Russia, the 2002 Dubrovka (“Nord-Ost”) hostage crisis, and the 2004 Beslan school siege as examples where the Kremlin used terrorist attacks to justify restricting civil liberties, centralizing state power, and bolstering Russian leader Vladimir Putin’s support.

Furthermore, the intelligence service pointed to regular provocations in the occupied Donetsk and Luhansk regions between 2014 and 2024, where puppet administrations staged car bombings and “assassination attempts” ahead of important diplomatic negotiations to blame Ukraine.
During the upcoming voting days in the temporarily occupied Zaporizhzhia, Kherson, Donetsk, Luhansk, and Crimea regions, the SZRU predicts three likely scenarios:
Bombings of polling stations or ballot collection points outside of business hours are designed to secure images of “destroyed” polling stations while avoiding mass casualties among key Russian propagandists.
Sabotage of transport or infrastructure used to move election commission members could be followed by immediate accusations against Ukrainian drones or sabotage groups.
Assassination attempts on collaborators could specifically target heads of occupying election commissions or parliamentary candidates who publicly demonstrate their loyalty to Moscow.

“Russian secret services do not hesitate to cause civilian casualties if it serves their current political objectives,” the SZRU warned.
To protect their lives and health, the Foreign Intelligence Service strongly advised residents of the temporarily occupied territories to avoid gathering places, including polling stations, administrative buildings, and Russian military infrastructure, between September 17 and 21.
The threat of false flag operations comes as the Kremlin tightly controls a stifled political atmosphere ahead of the vote. Russian political parties have previously drastically cut spending for the State Duma elections, leading strategists to label it the most underfunded campaign of the millennium.
Regional officials stated that standard campaigning is meaningless while the country faces drone strikes and fuel shortages, and candidates are barred from discussing the war. The Kremlin is reportedly suppressing voter turnout to minimize political risk, using the staged vote as a precursor to a planned mobilization drive.
