According to Astra, residents of Omsk reported explosions after authorities issued a drone threat warning across the region. An OSINT analyst subsequently examined an eyewitness photograph and identified black smoke rising from the refinery.
Omsk region Governor Vitaly Khotsenko acknowledged the incident, stating that one drone had reached the city's northern industrial hub. He did not specify whether the refinery had been damaged.
The Omsk Oil Refinery is one of Russia’s largest oil processing facilities and a major asset of Gazprom Neft. According to some estimates cited by Astra, the plant accounts for approximately 10% of Russia’s total oil refining.
