US Envoys Discuss Potential Winter Pause on Energy Strikes Between Ukraine and Russia

Ukraine and Russia could implement a limited ceasefire this upcoming winter, potentially establishing a temporary mutual pause on strikes targeting energy infrastructure, according to an informed source, as reported by RBC-Ukraine.
The developments come after US presidential envoys Steve Witkoff and Jared Kushner.

The primary outcome of these visits is that Russian leader Vladimir Putin is no longer surrounded exclusively by hardline figures encouraging the continuation of Russia’s full-scale invasion of Ukraine, according to RBC-Ukraine.
Alongside US representatives, envoy Kirill Dmitriev and Kremlin aide Yury Ushakov have opened a pathway for diplomatic engagement.
However, major diplomatic progress remains unlikely before the elections to the Russian State Duma scheduled for September 18–20. Following those elections, a trilateral or four-party summit involving several European nations could take place, most likely in a Persian Gulf state.
"Obviously, by or for the winter, there is a possibility of at least a limited ceasefire, for example, without mutual strikes on energy facilities. And further on, opportunities for a future settlement may arise," noted the source.
During discussions, the primary argument presented by the American representatives against plans to escalate further focused on past winter campaigns.
They pointed out that previous escalations failed to deliver practical operational results for Russia or break Ukrainian resolve, making a different outcome unlikely this time.
A three-hour meeting in Moscow between US special envoys Steve Witkoff and Jared Kushner and Vladimir Putin had ended without a breakthrough, leaving the Russian leader intent on continuing Russia’s full-scale invasion of Ukraine, as reported by Bloomberg.
Putin had remained committed to capturing the entire Donetsk region, a goal he believed his forces could achieve within six months. Meanwhile, calculations by the Institute for the Study of War showed that Russian forces were advancing at a rate of 2.36 square kilometers per day, meaning it would have taken until October 2032 to control the remaining 19% of the region.
Kremlin spokesperson Dmitry Peskov noted that Putin might have held a phone call with Donald Trump, though he stated it was premature to discuss specific dates for resuming three-party talks. Following the Moscow visit, Witkoff traveled to Kyiv to meet with Volodymyr Zelenskyy and European security advisers, later reporting substantial progress from those discussions.
