Zelenskyy: Intercepted Intelligence Exposes Deepening Fuel and Logistics Crisis in Occupied Crimea

The Foreign Intelligence Service of Ukraine has obtained internal documents showing unfixable issues within the temporarily occupied territories, Ukrainian President Volodymyr Zelenskyy announced on June 25.

The intercepted materials show a “virtually daily deepening of the crisis with fuel, military logistics, and management in Crimea.” According to the data, the Russian occupation administration explicitly admits it cannot resolve the disruptions caused by Ukrainian medium-range actions and long-range operations against Russian oil refineries.

Ukraine has expanded its long-range drone strikes against Russian energy infrastructure, severely crippling the Kremlin’s domestic fuel market. Recent hits on the Moscow Oil Refinery knocked out its primary crude processing units, forcing a complete shutdown that experts estimate could last until 2027. These disruptions have triggered widespread fuel shortages, forcing multiple Russian regions and occupied Crimea to restrict gasoline sales to just 20 liters per vehicle.

The leaked files also reveal internal Kremlin tracking of public morale inside Russia, showing that domestic panic has surpassed levels seen during Ukraine’s Kursk operation. Currently, over 50% of Russians report high anxiety, 66% view their financial situation as difficult, and more than 80% believe a major economic collapse is completely unavoidable. Zelenskyy characterized these figures as “absolutely transparent indicators reflecting the failure of Putin’s military policy,” adding that a similar economic and logistical collapse is now unfolding across other Russian regions.

Additionally, Foreign Intelligence chief Oleh Luhovskyi reported on military preparations inside Belarus that are being carried out under direct Russian influence to potentially expand the aggression. Construction crews are finalizing strategic roads, ammunition depots, and fuel storage facilities along five major routes leading directly to the Ukrainian border: Kobryn–Kovel, Ivanove–Manevychi, Lunynets–Sarny, Rechytsa–Korosten, and Gomel–Chernihiv.

According to the intelligence briefing, these border projects are explicitly framed in Russian documents within the context of the invasion and “have no other purpose except military.”

Zelenskyy stated that Kyiv has sent clear warnings to Minsk regarding its active collaboration with Moscow to drag out and scale up the war. “Belarus knows what steps are needed on its part for peace,” Zelenskyy emphasized, stating that the expansion of offensive border infrastructure must stop.

The president concluded that any steps toward de-escalation and peace must be taken directly by the Belarusian side.

This infrastructure buildup comes amid reports that the Kremlin is putting heavy economic pressure on Minsk to secure deeper military compliance. While Russian officials are pushing Belarus to allow drone launches from its territory to divert Ukrainian forces from eastern battle zones, the Belarusian leadership has attempted to stall these demands.

Recent developments show Minsk trying to balance these pressures, including a decision to turn off border communication equipment used by Russian forces after receiving a direct ultimatum from Kyiv.
