Zelenskyy Says US Proposed Technical-Level Three-Way Meeting, Floats UAE as Venue

Ukrainian President Volodymyr Zelenskyy stated on September 25 that Washington has proposed a three-way meeting at a technical level between Ukraine, the US and Russia.

He made the remarks while speaking with journalists, responding to questions about when and where such a meeting could take place. Zelenskyy noted that Washington had not yet specified a date.

"As for the three-way meeting, the American side has proposed to prepare it and meet in a three-way format at a technical level," Zelenskyy explained.

"We are waiting for proposals from the United States on the date," he added.

On the potential venue, Zelenskyy indicated that Washington had proposed the United Arab Emirates. He emphasized that no meeting has been scheduled, noting that the format is still being prepared at the technical level.

The push for a three-way meeting has unfolded over several weeks of shuttle diplomacy.

US envoys Steve Witkoff and Jared Kushner briefed Zelenskyy in Kyiv on September 6, a day after meeting the Russian leader, Vladimir Putin, in Moscow for talks lasting more than three hours.

By September 24, the Trump administration's framework paired an energy-infrastructure ceasefire and the reopening of the Black Sea grain corridor with a proposed trilateral meeting, floated for Abu Dhabi.

The Kremlin stated on September 23 that conditions were not yet in place to resume peace talks or hold any high-level meeting.
