Bulgaria Locks In Official Development Assistance Priority for Ukraine Through 2030

Bulgaria has designated Ukraine, Moldova, and the Western Balkans as primary recipients of its official development assistance through December 2029.

The initiative is part of the Bulgarian government's Governance Program for 2026–2030, as reported by Ukrinform on August 18.

According to the program document, the implementation of official development assistance serves as a key foreign policy instrument focused on regions where Bulgaria maintains specific interests and expertise.

“Implementation of official development assistance as an instrument of foreign policy – targeted as a priority to the Western Balkans, Ukraine, Moldova and regions where Bulgaria has a specific interest and expertise,” the government strategy states.

The timeframe for achieving this task is set for December 2029. Under the same foreign policy directive, Sofia plans to broaden economic partnerships and support Bulgarian businesses operating abroad.

The government aims to attract investments into high-value-added sectors, including microelectronics, artificial intelligence, the defense industry, and energy.

The program also outlines support for Bulgarian communities living abroad, particularly in Ukraine. By December 2026, the Bulgarian government intends to establish a bilateral mixed commission to address the rights of the Bulgarian national minority in Ukraine.

Bulgarian officials note that diplomatic channels to achieve an end to Russia’s full-scale invasion of Ukraine have been underutilized. However, Sofia remains prepared to continue providing assistance to Kyiv, focusing primarily on ensuring energy security.

On March 30, 2026, during their bilateral talks in Kyiv, Ukrainian and Bulgarian officials agreed on a strategic roadmap to advance cooperation in energy and maritime security.

As part of these broader joint efforts, the two nations also revealed plans for a test launch of a passenger train service connecting Ukraine and Bulgaria via Romania, which was scheduled to take place during the summer.
