For First Time, India Offers Active Role in Brokering Peace in Ukraine

India has, for the first time, offered to play an active role in efforts to broker peace in Ukraine, Ukrainian Foreign Minister Andrii Sybiha stated on October 1.

On the same day, RBC-Ukraine reported that Kyiv currently has four international proposals concerning possible ceasefire arrangements, with India presenting the broadest initiative.

“We have four proposals. The broadest is India’s proposal. For the first time, India has offered to play a role,” Sybiha told journalists.

Türkiye and Egypt have proposed a grain and food-related ceasefire in the Black Sea. Sybiha noted that the issue is particularly important for Egypt, which depends on Ukrainian grain for roughly one-third of its needs.

The US proposal concerns an energy ceasefire previously discussed between Ukrainian President Volodymyr Zelenskyy and US President Donald Trump. Ukraine has presented partners with its own approach and is prepared for both an energy and Black Sea ceasefire as part of a broader arrangement.

Sybiha explained that an energy ceasefire would require a complete halt to attacks on all energy facilities, including port infrastructure.

Ukraine has also expressed readiness for an unconditional ceasefire along the line of contact, which could become one outcome of a possible meeting between Zelenskyy and the Russian leader, Vladimir Putin.

The diplomatic proposals come amid differing assessments in Germany over prospects for negotiations. German Chancellor Friedrich Merz recently stated that Russia was not currently interested in genuine peace talks, while Foreign Minister Johann Wadephul indicated that negotiations could begin soon and that Berlin wanted to participate directly.

Earlier, India's Foreign Minister S. Jaishankar visited Kyiv in early September for the first-ever standalone bilateral visit by an Indian foreign minister to Ukraine, where the two nations discussed peace options, Black Sea security, global food security, and bilateral economic ties.
