EU and India Join Forces on Security, Cyber, and Defense Cooperation

The European Union and India signed a Security and Defense Partnership on January 27, according to the statement on the EU’s website.
The agreement was signed on the margins of the EU–India Summit by Kaja Kallas, the EU’s High Representative and Vice President, and S. Jaishankar, India’s external affairs minister. According to the EU, the partnership “marks a new chapter in the strategic relationship between the EU and India” and responds to what Brussels described as an increasingly complex and challenging global security environment.

“The EU and India maintain a long-standing strategic partnership. With today’s signing of a new Security and Defense Partnership, we are entering a new phase of EU–India relations,” Kallas said.
“It will expand our cooperation in areas such as maritime security, counterterrorism, and cyber-defense. The EU and India see the world changing in similar ways and are responding together. Security is now a core part of our relationship.”
According to the statement, the partnership establishes a comprehensive framework to guide cooperation on peace, security, and defense, and reflects a shared commitment to a stable, rules-based international order with the United Nations at its core. The EU said the agreement is designed to address both traditional and non-traditional security challenges, including in cyber, maritime, and space domains.

Under the partnership, the EU and India will expand cooperation across a wide range of areas, including maritime security, cyber issues, artificial intelligence and emerging technologies, hybrid threats, protection of critical infrastructure, counterterrorism, and the prevention of violent extremism. The framework also covers non-proliferation and disarmament, space security, defense industry-related initiatives, capacity building for partner countries, international peace and security, training and education, consular matters, and the women, peace and security agenda.
“The Security and Defense Partnership builds on this established cooperation and provides a structured framework to develop it further. It will constitute an integral part of the new and further strengthened Joint EU-India Comprehensive Strategic Agenda,” the statement read.

Implementation of the new partnership will be overseen through a dedicated annual EU–India Security and Defense Dialogue, supported by thematic consultations and exchanges of information. The EU said the partnership will be reviewed regularly to assess progress, guide future cooperation, and adapt to evolving global security challenges.
Earlier, it was reported that several senior executives from major Indian weapons manufacturers visited Moscow this year to discuss possible joint ventures with Russian defense firms.
