Ukraine Advances EU Accession Talks With Key Progress in Agriculture Reforms

The Ukrainian delegation, together with the European Commission, has wrapped up screening meetings in Brussels under Negotiation Chapter 11: “Agriculture and Rural Development.”

This was reported by the Ministry of Economy, Environment, and Agriculture reported the development on September 15.

Over the course of three days, Ukraine presented 28 thematic blocks covering reforms in agriculture, progress in digitalization, state support, market regulation, and broader development of the agrarian sector.

The delegation also outlined the level of alignment between Ukrainian legislation and EU law (the acquis) across several key areas, including financial and administrative structures, agricultural markets, quality policy, organic production, and the promotion of agricultural products.

“These discussions showed two key things: we have already made significant progress in bringing agricultural policy closer to EU standards, but much work still lies ahead. The accession process requires joint efforts and close coordination. Ukraine is ready to take this path,” said Deputy Minister of Economy, Environment, and Agriculture Bashlyk.

In September 2025, the official screening for Ukraine’s EU accession is taking place under Cluster 5 “Resources, Agriculture, and Cohesion Policy,” which covers three negotiation chapters.

Cluster 5 is the last of six clusters in the bilateral screening process. Its conclusions will form the basis for a roadmap to implement EU regulations into Ukrainian law. The screening process marks the start of formal negotiations on Ukraine’s membership in the European Union.

Earlier, it was reported that Ukraine and the European Union officially began the screening of Ukrainian legislation within the framework of the country’s EU accession negotiations.
